With school dismissing for the summer this news agency and the Sharp County Sheriff’s Department wants to work together to keep children safe. The purpose of this publication is for families to become familiar with the faces if an offender lives in an area where you child may be present.
Each year we publish a list of registered sex offenders in both Sharp and Fulton County. These records are diligently maintained at Sharp County by Michelle Thurman with the Sharp County Sheriff’s Department. Thurman is in charge of compliance and ensuring offenders report all address changes and yearly to be photographed.
In Arkansas, sex offenders are required to register under the Arkansas Sex and Child Offender Registration Act, also known as “Megan’s Law”. This law requires offenders to register with local law enforcement within three business days of establishing residency in a municipality or county. The registration process includes a risk assessment to determine the level of community notification required.
Key aspects of Arkansas’s sex offender registration laws:
Who must register:
Individuals who are adjudicated guilty of a sex offense, aggravated sex offense, or sexually violent offense on or after August 1, 1997, must register. This includes individuals serving incarceration, probation, parole, or other community supervision.
Risk Assessment:
The Sex Offender Assessment Committee (SOAC) conducts a community notification assessment on adult sex offenders to determine the level of risk they pose to the community.
Level of Notification:
Based on the risk assessment, offenders are assigned a level (Level 1-4), with Level 4 being the highest risk. Level 3 and 4 offenders are generally subject to broader public notification.
Termination of Registration:
After 15 years of registration, sex offenders may apply to the sentencing court for an order terminating their obligation to register, provided they have not been convicted of a sex offense in that time and are not likely to pose a threat to the safety of others.
Limitations on Residency:
Level 3 and 4 offenders are prohibited from residing within 2,000 feet of the residence of their victim.
In Arkansas, sex offender risk levels are determined through a process called community notification assessment by the Sex Offender Screening and Risk Assessment Program (SOSRA). These assessments, conducted by the Arkansas Department of Corrections, evaluate an offender’s risk to re-offend based on factors like criminal history, mental health, and psychological testing. The results determine a community notification level, ranging from Level 1 (lowest risk) to Level 4 (highest risk, including Sexually Violent Predators).
LEVEL FOUR OFFENDERS:
Jeffery Arter, 54, of 2780 Highway 167, Evening Shade. Offender Was Convicted of Sexual Abuse-First Degree.
Rodney Grant Gibson, 65, of Brickle Springs Road, Cave City. Convicted on May 23,1996 of three counts of Rape of a Child- Second degree; two counts of Child Molestation and one count of Indecent Exposure. There were 10 victims involved in this case.
LEVEL THREE OFFENDERS:

All but one of the Level Three offenders was a child sex offender with victims as young as five years old.
Steven Ray Alwin, 56, of 1102 Woodland Drive in Cave City. Alwin was convicted of Sexual abuse-First egree on Nov. 28, 2002. Victim was a 5/6 year old female living in the offenders home.
James Alderson, of Ravenden was convicted of distributing or possessing, viewing matter depicting sexually explicit conduct involving a minor.
Matthew Baldridge, 60, of 28 Ouachita Rd. in Cherokee Village was convicted of molestation.
Randall Crabtree, 63, of 107 Doncaster Drive, Hardy. This offender was convicted of four counts of Sexual Assault-Second Degree on Feb. 25, 2008. Documentation indicates these offenses involved the offender engaging in sexual contact with four minor females between the ages of 9-16.
Tyler Deaton, 24, of 3261 Highway 167 in Ash Flat. Offender was convicted of Fourth degree sexual assault.
Jackey Lee Dalton, Jr, 29, of 128 Valley Heart Drive in Highland. This Offender Was Convicted of Sexual Assault in the second degree.
Clint D Harrison, 53, of Skyview Avenue, Williford. Sexual assault fourth degree. Victim was a 14-year-old female relative.
Jeffery King, of Smithville, The Offender Pled Guilty to Sexual Abuse of a Child Under the Age of Sixteen Years Of Age.
James Lowe, Poughkeepsie.This offender was convicted of Rape.
Johnny Manley, of Evening Shade. Offender was convicted of sexual assault-Second Degree, four count.
Timothy Miller, of Williford. This offender was Ccnvicted of attempted Rape.
Michael Moultrie, of Ash Flat. Offender was convicted of Possession of Distribution of Child Pornography
David Mullins, of Hardy . Offender was convicted of Sexual Indecency with A Child.
Dewayne Nobles, of Cherokee Village. This offender was convicted of Aggravated Criminal Sexual Abuse.
Laddy Norris of Cave City. This offender was convicted of Sexual Assault Fourth Degree.
Deon Rynders,, Williford. The offender was found guilty of Sexual Assault in the Second Degree.
Vern Schuldneisz, Williford.. Offender was convicted of Rape.
Jonathan Sims, of Williford. Offender was convicted of Child Molestation and Sexual Misconduct in the first degree
Jesse Wilson, of Cherokee Village. Offender was convicted of Sexual Assault of a Child/ Extortion.
Donald Wutke, of Hardy. Offender was convicted of Sexual Abuse in the First Degree.
LEVEL TWO OFFENDERS
David Bohall, Hardy The offender was conviction was for Rape and Incest.
Christopher Clark, Evening Shade. The offender was convicted of Sexual Assault 2nd.
Bryce Cruse, Williford.
Jerry Finney, od Mammoth Spring/Wirth. This offender Was Found Guilty of Indecency with A Child.
Michael Fisher, is Cherokee Village. This offender was convicted of unlawful Sexual Intercourse with A Minor.
Richard Glaze, Ash Flat.This Offender Was Convicted of Child Molestation in the first Degree.
David Goldman, Hardy. This Offender was convicted of Aggravated Sexual Assault on a Child-First Degree
Marlin Hambrick, of, Evening Shade. The offender was Convicted of Sexual Indecency with A Child.
William Hendricks, ,Poughkeepsie. This offender was convicted of Rape.
Berry Holt, of Sidney. This Offender Was Convicted of Sexual Assault second Degree.
Billy Jett, Cherokee Village. The offender Was Convicted of Indecency with A Child (By Exposure).
Alexander Johnson, of Cave City. This Offender Was Found Guilty of Enticement Minor For Indecent Purpose-Via Telco
William King, of Ash Flat. The Offender pled guilty to Carnal Knowledge of A Juvenile.
Kevin Martin, of Cherokee Village. This offender pled guilty to Lewd or Lascivious Molestation.
Travis Miller, ifHighlandThe Offender Was Convicted of four counts of Sexual Assault-Second Degree.
Jessy Richmond, of Williford. The offender was convicted of 2 counts Rape in the fourth.
Jordan Sprinkle, of Cherokee Village. This offender Was Convicted of three counts of Sexual Assault fourth Degree.
James Stafford, , Williford. This offender was convicted of Sexual Assault in the fourth degree.
Brian White of , Smithville. This offender was Convicted of two counts of Possessing Child Pornography.
Shannon Williams, Cherokee Village. This Offender was Convicted of Rape.
Also not listed are seven who are unassessed, four are Levelone, and ten who are Low Risk Level .

These individuals have not yet been assigned a Community Notification Level by SOCNA (Sex Offender Community Notification Assessment). But because their victim was under the age 14 they are required to be photographed and listed until they receive a classification by the State.
