Timothy Dean Clark, 57, of Mammoth Spring, who is a registered Level Three Sex offender out of Fulton County, was arrested at Bass Cat Boats in Midway in Baxter County on May 28.
Court documents state that Baxter County Sex Offender Coordinator Deputy Tanner Anderson, was contacted by Clark’s parole officer that there was a felony warrant for Fourth Degree Sexual Assault for Clark.
Tanner went to the facility, located Clark, and asked him why he had not reported his employment in Baxter County. Clark indicated he wasn’t aware of that requirement.
After being taken to the Baxter County Jail and Mirandized, Tanner said he waived his rights and spoke with Anderson. Clark informed him he had been employed at Bass Cat for eight years, during which he had initially registered his employment with the Baxter County Sheriff’s Office once. Clark said he was later informed by “someone” that he need not maintain or update notifications after the initial notification to Bass Cat.
Records confirmed that Clark had come into the Baxter County Sheriff’s Office multiple times back in 2019 and 2020. However, the system verified that he has never returned to confirm, update, or verify his continuous employment since that time. Per the mandatory Sex Offender Acknowledgment Form, which Clark has executed with the registry multiple times across consecutive years, the offender is explicitly required to report employment updates in person. to the local law enforcement agency holding physical jurisdiction. Clark failed to continuously notify the Baxter County Sheriff’s Office of this employment.
Clark was also found to have created email accounts that weren’t reported against his sex offender registration guidelines, including providing one to the HR manager at Bass Cat.
Clark was charged with a probation violation as well as Failure to Comply with Reporting and Registration requirements.
In addition to these charges, Clark is also currently incarcerated in the Baxter County Detention Center on a Fourth Degree Sexual Assault charge for allegedly inappropriately touching a male coworker.
Clark’s sex offender status began after he pled guilty in White County in 2008 to First Degree Sexual Assault and was sentenced to 360 months in an imposed conversion sentence. He is a Level Three offender, who is considered dangerous. He lives at 3065 North Camp Creek Road, in Mammoth Spring.
Clark, formerly of Bradford, served as a minister of music and outreach at the Bradford Baptist Church in White County at the time of his arrest for the rape of a boy who was 14 years old or younger. He admitted to committing the crime he was accused of multiple times, according to charging documents, to White County Detective Jeff Langley. The rape charge was later reduced to First Degree Sexual Assault prior to sentencing.
Bond was set at $15,750 with a first appearance court date set for June 8 in Baxter County in the new sexual assault case. At press time, findings from his appearance were not available.
